On Tuesday 8th August 2023 I was advised by the Department of Regional Development, Local Government and Territories in Canberra that an ordinance to apply the Western Australian local government reform outcomes to the Indian Ocean Shires could not be prepared in time to comply with 2023 Local Government election timetable for election events to occur in compliance with the Western Australian Local Government Act (WA)(CI)1995 and Local Government (Elections) Regulations (WA)(CI)1997.

Accordingly, I wrote to the Honourable Kristy McBain MP Minister for Regional Development, Local Government and Territories on the 9th August 2023.

In that correspondence I indicated that currently the Shire of Christmas Island has 9 Councillors with 4 retiring in October 2023 and 5 retiring in October 2025.

Outside of any ordinance providing a direction that would differ from the above, I intend to begin the election process with a notice on Friday 11 August 2023 advertising of the time and date of close of enrolment.

It is also my intention to use the WA Electoral Commission’s preferred date of 23 August 2023 to advertise for nominations for the 4 positions retiring in October 2023.

Correspondence have been received from the minister on 21 August 2023 noting that the four (4) positions retiring in October 2023 will be the positions called for in the 2023 elections.

Should any ordinance subsequently be made that reduced the number of Councillors for the Shire of Christmas Island, such reduction would be made to the number of current 5 retiring Councillors in October 2025.

因此，我已经于2023年8月9日写信给尊敬的区域发展、地方政府和领土部长克里斯蒂·麦克贝恩议员。

在那封信中，我表示，目前圣诞岛郡有9名议员，其中4名将于2023年10月退休，5名将于2025年10月退休。

除了任何与上述不同指示的法令外，我打算在2023年8月11日星期五发布通知，宣布选举的提名截止的时间和日期，以此开始选举过程。

我还打算利用WA西澳大利亚选举委员会的首选日期即2023年8月23日，为2023年10月退休的4个职位的提名做广告。

部长的信函已于2023年8月21日收到，其中指出，2023年10月退休的四（4）个职位将是2023年此次选举中产生的职位。

如果此后政府制定任何减少圣诞岛郡议员人数的法令，这将在目前已知的将在2025年10月5名退休的议员人数中减少。

Pada hari Selasa 8 Ogos 2023, saya telah dinasihatkan oleh Jabatan Kemajuan Daerah, Kerajaan Tempatan dan Wilayah di Canberra bahawa ordinan untuk menerapkan hasil reformasi kerajaan tempatan Australia Barat ke Shire-Shire Lautan Hindi tidak dapat disediakan tepat pada masanya untuk mematuhi jadual pilihan raya Kerajaan Tempatan 2023 untuk acara-acara pilihan raya dilakukan dengan mematuhi Akta Kerajaan Tempatan Australia Barat (WA)(CI)1995 dan Peraturan-Peraturan Kerajaan Tempatan (Pilihan Raya) (WA)(CI)1997.

Dengan itu, saya menulis kepada Yang Berhormat Kristy McBain MP Menteri Pembangunan Daerah, Kerajaan Tempatan dan Wilayah pada 9 Ogos 2023.

Dalam surat-menyurat itu saya menyatakan bahawa pada masa ini Shire Pulau Krismas mempunyai 9 Ahli Majlis dengan 4 bersara pada Oktober 2023 dan 5 bersara pada Oktober 2025.

Di luar mana-mana ordinan yang memberikan arahan yang berbeza daripada di atas, saya bercadang untuk memulakan proses pilihan raya dengan notis pada hari Jumaat 11 Ogos 2023 pengiklanan masa dan tarikh penutupan pendaftaran.

Saya juga berhasrat untuk menggunakan tarikh pilihan Suruhanjaya Pilihan Raya WA pada 23 Ogos 2023 untuk mengiklankan pencalonan bagi 4 jawatan yang akan bersara pada Oktober 2023.

Surat-menyurat telah diterima daripada menteri pada 21 Ogos 2023 dengan menyatakan bahawa empat (4) jawatan yang akan bersara pada Oktober 2023 akan menjadi jawatan yang dipanggil pada pilihan raya 2023.

Sekiranya sebarang ordinan kemudiannya dibuat yang mengurangkan bilangan Ahli Majlis bagi Shire Pulau Krismas, pengurangan tersebut akan dibuat kepada bilangan 5 Ahli Majlis yang akan bersara pada Oktober 2025.
